More than 600 artists will turn concrete to canvas . Classical and modern, abstract and realist, animal, vegetable and mineral will transform the street into a live outdoor art gallery.

The Street Painting Festival is one of the largest of its kind and you?ll find both original work and reproductions of the masters. Stretching from Dixie Highway to Federal Highway, the route is less than a mile.

You can make a day of the festival: Watch the artists work. Browse vendors and window shop. Go to lunch and check back and see how the pieces are developing. You can speak with the artists and give feedback and encouragement. Visit a few shops and walk again.

Minister responsible for agriculture from seven African countries are meeting in Dares Salaam on Friday to discuss strategies for development and investment in the sector under a new regional body ? ?Grow Africa?.

President Jakaya Kikwete is expected to open the meeting and countries that have confirmed to send delegates include Ethiopia, Ghana, Rwanda, Burkina Faso, Kenya and Mozambique. The countries have expressed and demonstrated interest to engage the private sector in their agriculture revolutions.

The Permanent Secretary in the Prime Minister?s Office (PMO), Mr Peniel Lyimo, told reporters on Thursday that the meeting was a result of the 2010 Word Economic Forum held in Cape Town, South Africa which reached a consensus for Africa to be supported to realise true economic advancement through agriculture.

?The strategies through Grow Africa initiative aims at empowering small scale farmers to become commercial farmers with the full involvement of the governments, private sector and other players,? he said.

Involvement of the private sector in agricultural development is one of important components of the Comprehensive Africa Agriculture Development Programme (CAADP) under the New Partnership for Africa?s Development (NEPAD).

The African Union (AU) Commissioner for Rural Economy and Agriculture, Ms Tumusiime Rhoda Peace, said the AU has been contented with Tanzanian leadership in promoting agriculture with its ?Kilimo Kwanza? agenda which is now a model in the entire continent.

She said Tanzania was on the right track in promoting agricultural revolution that paves the way for other countries, particularly members of ?Grow Africa? to emulate. However, she was quick to add that without enough resources mobilization and heavy investments, it can be difficult for countries to implement the envisaged programmes currently on the drawing boards or on different levels of implementation.

?It is high time Africa stopped implementing small projects that can never realise any goals in its economy,? she said. The Permanent Secretary in the Ministry of Agriculture, Food Security and Cooperatives, Mr Mohamed Muya, said in his presentation on the Tanzania?s CAADP and Grow Africa position that the country has introduced the Tanzania Agriculture Food Security Investment Plan (TAFSIP).

TAFSIP, he said, was part of the CAADP operationalisation and show the country?s commitments to make agriculture a priority with about seven major investments programmes. However, Mr Muya said huge financial resources needed in implementing the programmes was a challenge the country has to face, noting TAFSIP requirement of 5.3bn US dollars (about 8tril/-) for the next five years as an example.

He said plans were underway for the Rufiji Basin Development Authority (RUBADA) Act to be reviewed so as to expand its mandate to facilitate allocation of land for the Southern Agriculture Growth Corridor of Tanzania (SAGCOT).

RUBADA, according to him, will become the land bank of the Corridor where the local based YARA Tanzania Limited is set to construct a bulk fertilizer handling facility with the storage capacity of 45,000 tonnes worth 20 million US dollars (about 35bn/).

Deliberations of the meeting will be forwarded to the World Economic Forum meeting in Addis Ababa and later at the G-8 Summit in Chicago, US in May.

6 Palestinians killed in school bus crash (AP)

JERUSALEM ? A truck lost control in slick, rainy weather and barreled into a Palestinian school bus on Thursday, killing five children and a teacher and drawing hundreds of people to a West Bank hospital in an outpouring of grief, police said.

The bus left the city of Ramallah on a school excursion but returned due to heavy rains and stormy weather, according to Palestinian police spokesman Yousif Osrael. On the way back, a truck careened into the school bus, causing it to flip and catch fire, Osrael said. The children killed were aged four to six.

The accident was in the central West Bank, in an area Palestinians claim as their future state but where Israel has full control. Both Israeli and Palestinian rescuers arrived at the scene, and evacuated at least 30 injured passengers to hospitals in Ramallah and Jerusalem, according to Israeli police spokesman Micky Rosenfeld.

The truck driver was an Arab Israeli and all the victims were Palestinian, Rosenfeld said. Israeli and Palestinian police are investigating the accident. But Rosenfeld said there is no suspicion of foul play and its likely that the wintry weather and slick roads caused the collision.

After the accident, Palestinians rushed to the Ramallah Medical Compound hospital to check on their children and donate blood.

Palestinian President Mahmoud Abbas declared three days of mourning and ordered flags flown at half-staff. Israeli Prime Minister Benjamin Netanyahu offered his condolences and pledged to give any aid necessary to the Palestinian Authority.

"It was a tragedy," Abbas said outside the hospital. "It was God's fate. There was rain and fog and that is what happened."

Palestinian police initially said the crash killed at least eight people but later updated the tally to six ? five schoolchildren and one teacher. Police said 42 were injured, including three in critical condition.

Colombian priests hire hitmen to kill themselves

Hours after he asked his parishioners to pray for him, Rev. Rafael Reatiga was found shot to death in a car in Bogota with another Roman Catholic priest.

The Associated Press reported that police initially suspected that Reatiga and Rev. Richard Piffano, 37, were victims of robbery. But now, three weeks after their bodies were found, Colombian prosecutors say the two Catholic priests hired hitmen to kill them when at least?one of them was diagnosed with AIDS.

Prosecutors located the alleged hitmen based on phone numbers the priests had called from their cell phones days before their deaths.


Prosecutors said Tuesday that the priests paid about $8,500 for the hit. They had originally planned to commit suicide by throwing themselves into a canyon but couldn?t bring themselves to jump. Medical tests showed that Reatiga, 36, had AIDS.

He also had syphilis and had been seen visiting places frequented by gay men in Bogota, according to the AP.

Two of the four assassins have been arrested, the AP reported. They face up to 40 years in prison if convicted.

Scott Brown, Elizabeth Warren Trade Attacks Over Contraception

BOSTON ? The debate over the line between religious freedom and federal health care mandates has made its way into Massachusetts' closely watched U.S. Senate race, with Republican Sen. Scott Brown accusing his chief Democratic rival of wanting to "dictate to religious people about what they should believe."

Consumer advocate and Harvard professor Elizabeth Warren has responded by criticizing Brown for signing on to a Republican-backed bill that would allow employers and health care plans to deny coverage for any service they say violates their moral or religious beliefs.

"This is a completely new attack that threatens everyone's health care," Warren said Wednesday. "This bill would allow any employer or insurance company to refuse to cover anyone for anything."

Brown, however, said Warren is trying to stifle religious liberties by supporting a proposal from President Barack Obama that would allow workers at religious affiliated institutions to get free contraception directly from insurers.

"Now, it is Harvard Professor Elizabeth Warren who has assumed the mantle of oppressor," Brown said in a statement. "She and her allies on the left are dictating to Catholics and other people of faith that they must do as they are told when it comes to health care or face the consequences."

Brown has intensified his criticism of Warren by invoking the memory of the late Democratic U.S. Sen. Edward Kennedy, a Catholic who held the same Senate seat for nearly a half-century before his death from brain cancer in 2009.

In a letter to Pope Benedict XVI that year, a dying Kennedy wrote of his support for "a conscience protection for Catholics in the health field." Kennedy made the statement in the context of the debate over Obama's national health care bill.

"Like Ted Kennedy, I support a religious conscience exemption in health care," said Brown, who won the 2010 special election to fill Kennedy's seat.

The invocation of the Kennedy name is designed to resonate in a state with a high number of Catholic voters, some of whom may disagree with their church on the contraception issue but could be sensitive to the question of religious freedom.

Neither Brown nor Warren is Catholic.

The fight stems from an effort by Obama to require church-affiliated employers to pay for birth control for their workers.

That effort met with stiff resistance from Catholic leaders who said it would force them to violate the teachings of the church, which opposes contraception.

Obama has offered what he says is a compromise that would allow workers at religious institutions to get free contraception directly from health insurers. The offer has failed to satisfy church leaders.

The top U.S. Catholic bishop has vowed to fight the compromise in Congress and through the courts.

There are two proposals in the U.S. Senate designed to respond to the concerns of Catholic and other religious leaders by creating wider religious and moral exemptions.

One, proposed by Sen. Marco Rubio, R-Fla. and Sen. Joe Manchin, D-W.Va., would allow any employers to deny birth control coverage if it runs counter to their religious or moral beliefs.

Another bill by Sen. Roy Blunt, R-Mo. would go further by allowing health plans to deny coverage for any service that violates their beliefs.

The White House has called the legislation "dangerous and wrong."

Brown has signed on as a co-sponsor of the Blunt bill. He said he backs the bill because it protects religious liberties.

"I support a conscience exemption in health care for Catholics and other people of faith," Brown said, adding that the measure would restore protections in federal law "that existed prior to the passage of Obamacare."

But Warren has called the bill "an irresponsible assault on the health care of every family in Massachusetts and around our country," particularly women.

"Scott Brown is on the wrong side here, standing with Washington and Republican extremists and against the people of Massachusetts," Warren said in a statement.

As a state lawmaker, Brown faced a similar question a decade ago.

Brown was a member of the Massachusetts House in 2002, when lawmakers were debating a state bill that would do much the same as Obama's initial proposal by requiring employers that purchase insurance plans in Massachusetts to pay for contraceptives.

During the debate, Brown supported an amendment that would have created an exemption for larger church affiliated institutions like hospitals and universities.

The amendment was defeated.

Brown ultimately voted in favor of the main bill, which did include an exemption for smaller religious employers that meet the definition of a church or "church-controlled organization"

The bill was signed by former Republican acting Gov. Jane Swift. It remains state law.

Brown's campaign defended his votes, saying Brown wanted to support the conscience amendment, but wasn't willing to scuttle the whole bill.

The issue has also proved tricky for former Massachusetts Gov. Mitt Romney.

Romney has faulted Obama for attempting an "assault on religion," even though as governor, Romney was largely silent about the state law requiring nearly the same contraceptive coverage.

A year an earthquake and a tsunami caused the world's worst nuclear disaster in a quarter century, a group of activists in Osaka, Japan, are seeking to hold a referendum that would ban nuclear power for Osaka.?

A group of Japanese activists submitted a petition to the western city of Osaka on Tuesday seeking a referendum on scrapping atomic power, a step some hope will boost a campaign that appears to be flagging a year after the Fukushima disaster.

The world's worst nuclear crisis in 25 years after an earthquake and tsunami wrecked the Fukushima plant spurred anti-nuclear movements, previously seen as the preserve of left-leaning activists.

Plebiscites are rare in Japan -- three have been held on nuclear power as well as a number of others -- and no law exists for a national referendum. But campaigners in Osaka, Tokyo and the western prefecture of Shizuoka are taking advantage of rules that allow for referendums if the local assembly gives the nod.

Osaka, the core of Japan's second biggest metropolitan area with 2.7 million residents, receives its electricity from Kansai Electric, Japan's second-biggest utility operating 11 reactors at three plants near the city.

If a plebiscite takes place, residents will vote on whether to scrap Kansai-operated nuclear power plants.

"Deciding such an important issue should be in the hands of the voters," said Hajime Imai, an organiser of the group.

The role of nuclear power is now under debate by the central government, which has abandoned a pre-Fukushima goal of boosting atomic energy's share of electricity demand to 50 percent by 2030 from 30 percent before the accident.

The industry is under intense scrutiny, with many reactors undergoing computer-simulated tests to ensure they could withstand a new disaster. Only three of 54 reactors are on stream at the moment.

The activists submitted to Osaka City 55,430 signatures of residents, or 2.1 percent of the city's population, above the 2 percent required by legal regulations.

City assembly divided

Osaka Mayor Toru Hashimoto must now present a motion to the city assembly for a vote on whether a referendum should be held.

Hashimoto, a reform-minded former TV celebrity who has set up a new political party, wants to reduce dependence on nuclear power and has vowed to exert the city's right as a holder of about 9 percent of Kansai Electric's shares.

But he has shown little enthusiasm for a costly referendum.

Imai said the campaign faced a tough battle in the Osaka assembly, where major parties are split over the issue.

The anti-nuclear side has won all three referendums already held. The votes had little direct impact on national policies, although a groundswell of similar ballots could make a difference.

Imai's group is also collecting signatures for a national referendum, though parliament would have to pass a law in order for such a national vote to take place.

Fukushima shattered Japan's myth that nuclear energy was cheap, clean and safe, but the absence of a legal framework means a national vote is unlikely.

Opinion polls show about three-quarters of the public favour at least a gradual exit from nuclear power. But enthusiasm for active campaigning is waning and many voters appear to be losing hope that their opinions matter.

"I don't think that people believe in democracy much," said Jeffrey Kingston, director of Asian studies at Temple University in Japan. "A lot of people are turned off by politics and think the government does what it wants anyway."

Imai echoed the concern. "Our biggest enemy has been apathy," he told Reuters.

(AP) ? Mike Trang likes to use his iPhone 4 as a GPS device, helping him get around in his job. Now and then, his younger cousins get ahold of it, and play some YouTube videos and games.

But in the past few weeks, there has been none of that, because AT&T Inc. put a virtual wheel clamp on his phone. Web pages wouldn't load and maps wouldn't render. Forget about YouTube videos ? Trang's data speeds were reduced to dial-up levels.

"It basically makes my phone useless," said Trang, an Orange County, Calif. property manager.

The reason: AT&T considers Trang to be among the top 5 percent of the heaviest cellular data users in his area. Under a new policy, AT&T has started cutting their data speeds as part of an attempt to manage data usage on its network.

So last month, AT&T "throttled" Trang's iPhone, slowing downloads by roughly 99 percent. That means a Web page that would normally take a second to load instead took almost two minutes.

AT&T has some 17 million customers with "unlimited data" plans that can be subject to throttling, representing just under half of its smartphone users. It stopped signing up new customers for those plans in 2010, and warned last year that it would start slowing speeds for people who consume the most data.

What's surprising people like Trang is how little data use it takes to reach that level ? sometimes less that AT&T gives people on its "limited" plans.

Trang's iPhone was throttled just two weeks into his billing cycle, after he'd consumed 2.3 gigabytes of data. He pays $30 per month for "unlimited" data. Meanwhile, Dallas-based AT&T now sells a limited, or "tiered," plan that provides 3 gigabytes of data for the same price.

Users report that if they call the company to ask or complain about the throttling, AT&T customer support representatives suggest they switch to the limited plan.

"They're coaxing you toward the tiered plan," said Gregory Tallman in Hopatcong, N.J. He hasn't had his iPhone 4S throttled yet, but he's gotten text-messages from AT&T, warning that he's approaching the limit. This came after he had used just 1.5 gigabytes of data in that billing cycle.

John Cozen, a Web and mobile applications designer in San Diego, hasn't been throttled yet either, but he's been so disturbed by a warning that he's "almost scared to use the phone," he said. Complaining to AT&T got him nowhere, and now he's looking to switch to another carrier.

"I don't think two to three gigabytes is an exorbitant amount," he said. "Really, I'm just looking at pictures and text once in a while."

AT&T spokesman Mark Siegel said that as of last summer, the top 5 percent of data users were using 2 gigabytes of data per month. But he also said the company doesn't actually throttle all of the top 5 percent "unlimited" data users. Last month, the figure was only 0.5 percent, or about 200,000 people, he said.

That's because AT&T only throttles users in areas where the wireless network is congested that month, Siegel said.

Siegel also pointed out that aside from moving to a tiered plan, "unlimited" plan users on the cusp of being throttled can use one of AT&T's 30,000 Wi-Fi hotspots, where usage is unmetered.

The unlimited plan worked fine for AT&T a few years ago, when the iPhone was new. The company had ample capacity on its network, and wanted to lure customers with the peace of mind offered by unlimited plans. Now, a majority of AT&T subscribers on contract-based plans have smartphones, and the proportion is growing every month. That's putting a big load on AT&T's network.

But AT&T's approach to managing data congestion differs from that of the other phone companies. Verizon Wireless doesn't slow down the "5 percent" unless the cell tower their phone is connected to is congested at that moment, and it slows them down by the minimum amount necessary. By contrast, once AT&T has decided to throttle your phone, it will be slow for the rest of the billing cycle, even if it's 3 a.m. and there are no other cell phones competing for the capacity of that particular cell tower.

Verizon's measures have drawn few complaints, and indeed, may have gone unnoticed even by the "5 percent."

T-Mobile USA is up front about the level it starts throttling at: 5 gigabytes. AT&T subscribers have no idea if they might be among the top 5 percent until they get the warning, which is soon followed by throttled service. While Trang was throttled at 2.3 gigabytes, he knows other iPhone owners who are using 5 or 6 gigabytes per month with impunity.

"It seems very random," Trang said.

Sprint Nextel Corp. is hanging on to unlimited data plans without throttling, alone among the "Big Four" national wireless carriers.

Tallman sees few prospects for a lawsuit against AT&T. The company is still providing unlimited data usage to throttled customers, even if the speeds are so low as to make the phone useless for anything but phone calls and text messages. The company made no promises that "unlimited" data would always be coupled with high speeds, he notes.

"They just guaranteed the highway. They didn't guarantee the speed limit," he said.

Social investment is set to become a growing source of finance for public projects. Ravi Chandiramani examines how it works, the principal challenges and how the children?s sector could reap the benefits

Social investment is very much in vogue. In this age of spending cuts and rising demand for services, it is emerging as a source of finance with the potential to address many of society?s deep-rooted problems.

But a number of studies caution that it is also the subject of much confusion; and many children?s sector organisations, whose purpose is to improve young lives, have precious little time or resource to get to grips with complex trends in the financial world.

So what, exactly, is social investment? Lighting the Touchpaper, a report by Boston Consulting Group and the Young Foundation, defines it as ?the provision and use of finance to generate social and financial returns. It can be the provision of loans or direct equity investment?. Crucially, investors expect not only to recoup their financial outlay, but also to achieve a ?social return? ? such as through a programme of support demonstrably improving outcomes for young people at risk of offending. And social investment has to be repaid by the recipient; it is no substitute for grant funding or charitable donations and should never be regarded as such.

The think-tank New Philanthropy Capital has produced a guide to social investment for charities. Explaining how investments are repaid, it states: ?Put simply, an investor provides a charity with capital in the form of social investment, which the charity might use to develop a new income stream or expand an existing one. This income stream covers the costs of generating the income in the first place and generates a surplus. The surplus is used to repay the investor the original capital and make interest payments.?

But the UK social investment market is in its infancy. According to the Boston Consulting report, it was worth ?165m in 2010/11, a miniscule figure when set against the ?35.5bn income of voluntary sector organisations.

The vast majority of social investments have thus far taken the form of loan agreements. Of the social investments that carry more risk, social impact bonds are the financial instrument attracting the most attention. This is despite the fact that such bonds themselves form a minuscule portion of the market, although they are beginning to be tested in some ambitious schemes targeted at young people and families.

With social impact bonds, service commissioners ? usually central or local government ? pay up according to the achievement of certain agreed outcomes and milestones, which are calculated to generate savings to the public purse. Social investors would reap the financial rewards of their investment meeting these social goals, but risk losing their investment if a programme they back fails to deliver the agreed outcomes.

Social Finance Ltd, which acts as an intermediary between investors and service providers, developed the first social impact bond to reduce reconviction rates of prisoners in Peterborough.

A spokeswoman for the organisation explains: ?If long?standing social needs are to be better addressed in a difficult financial climate, it is critical to ensure that services are more focused on the social outcomes they seek to achieve and are given more flexibility in determining how to deliver these outcomes. Many social sector organisations could excel in meeting these challenges. But in the past, they have often been held back by a lack of capital and a commissioning focus on delivering activity rather than outcomes. Social impact bonds are a response to these challenges.?

In the Peterborough case, the St Giles Trust is contracted to provide intensive support to 3,000 short-term prisoners over a six-year period to reduce their likelihood of reoffending upon release, generating savings for the Ministry of Justice in the process. Investors will receive a share of the long-term savings if reconviction rates are cut by a minimum of 7.5 per cent.

Social Finance Ltd is now working on feasibility studies with local authorities in Essex, Liverpool, Manchester and Havering to explore the potential of social impact bonds to fund preventative services for adolescents on the edge of care.

Although currently small, the social investment market is set for major growth with the imminent arrival of Big Society Capital (formerly known as the Big Society Bank). According to its website, it ?aims to develop a market for investment made on the basis of positive social impact as well as financial returns?.

Set up by the government, the organisation will contain an investment pot of around ?600m ? including an estimated ?400m from the unclaimed assets of dormant bank accounts and ?200m from the so-called ?Merlin? big four UK high street banks. It is awaiting authorisation from the Financial Services Authority, but will be ?open for business at the end of March?, says head of communications Alastair Ballantyne.

It will not fund programmes directly. Rather, it will be a ?wholesaler? of capital, supporting organisations that invest in the wider social sector. During its embryonic phase, projects will be supported through a Big Society Investment Fund. This includes programmes in Merseyside and east London to help get vulnerable young people into training and employment. Ultimately, Big Society Capital aims to encourage diverse sources of funding, and Ballantyne confirms it wants to see the market develop to embrace more outcomes-based contracts as opposed to straightforward loans.

Intermediary organisations

The growth of social investment will depend to a large degree on intermediary organisations. Their role is to identify appropriate investors and delivery organisations and bring them together; to devise specific investments; and to manage the performance of service providers who are delivering the intervention programmes.

As Ballantyne puts it: ?In a normal investment market, you have investors and businesses that need investment. There is a whole global system and mechanism to introduce investors to investees. It is a massive undertaking to match people up.? The key actors in a social investment market are outlined in the diagram above.

So who are the actual investors? Toby Eccles, development director at Social Finance, says: ?The investment community is either charitable foundations or high net worth individuals [who provide finance] through their own charitable foundations.? While it is natural for such groups to have a keener interest in social issues, he wants to ?engage with a broader range of investors ? to engage the mass affluent. Local people want to engage in improving services in their local area?.

Edward Hickman is director at A4e Insight, the consultancy arm of welfare-to-work provider A4e. It is advising four local authorities on establishing social impact bonds to finance intensive help for families with multiple problems. ?The challenge for government is to attract more than the philanthropic capital,? he says, adding that traditional financial institutions often appear to be interested in getting involved at the initial stages of a project, but can be tough to pin down: ?The financial community will never say ?no? at the beginning.?

One of the biggest challenges for service providers and commissioners in attracting investment is to show evidence of impact; in that sense, you are only as good as your data. But there is a broader debate about how you define that impact or ?social return?. The Lighting the Touchpaper report argues that commissioners should focus not merely on ?cashable savings? achieved by an intervention, but on its ?value for money? unlike many of the existing initiatives.

?For example, when determining the price it is willing to pay for a reduction in reoffending, the Ministry of Justice considers the savings to its budget, such as those achieved by closing a prison, but not the savings to other government budgets such as reduced policing levels or, more broadly, the benefits to society of a reduction in crime.?

Moreover, a prescribed outcome might not necessarily be in the interests of some service recipients. Kate Fitch, senior policy analyst at the NSPCC, argues: ?Success cannot be defined by cost saving alone, but should in part be looking at the impact on the service user?s wellbeing?. For example, a local authority might be diverting a child from care to save money, when in fact becoming looked after would have been a better option for the child.

Social investment requires an agreed timescale to achieve its returns. With early intervention programmes for children, the long delay between investment and returns could be problematic. Graham Allen MP, whose second independent report to the government on early intervention looked at the financing of such schemes, says: ?The Peterborough example is wonderful, but we need thousands of such schemes. We need to measure outcomes for early intervention and be able to convert and monetise those outcomes to attract investors. We need to make this work even more now in straitened economic times.?

Allen recommended last year that the government set up an Early Intervention Foundation guided by the strongest possible evidence base, which would eventually connect investors, providers and funders. He says the Prime Minister gave the go-ahead to this last July, but that the Department for Education has yet to issue the necessary tender document.

He says: ?There is a tiny minority in Whitehall whose motto is ?ma?ana ma?ana?. The whole community in early intervention is exasperated and frustrated that we can?t get on and do this.? To staff the foundation, he reveals: ?I am looking at an excellent experienced CEO and four or five red-hot analysts who can convert good evidence into a powerful case for investment.?

Allen has also called on the Treasury to introduce tax breaks and other incentives to encourage investors to back early intervention programmes. But despite government rhetoric, the early intervention grant to local authorities is smaller than the totality of the grants it replaced.

Youth charities, too, have been hit particularly hard by spending reductions, and many have been heavily reliant historically on project-based grant funding. The Young Foundation has been driving efforts to establish a ?social investment retailer? to stimulate social investment in the youth sector in partnership with the Catalyst consortium, the government?s strategic partner on youth affairs.

Susanne Rauprich, chief executive of the National Council for Voluntary Youth Services, which leads the consortium, says the aim is to raise ?5m for the social investment retailer; it will approach Big Society Capital, charitable foundations and philanthropists.

Collaborations and shared services

In a report that explores the potential of social investment in the youth sector, The Young Foundation has recommended that such a retailer should ?seek out and support innovative organisations with potentially strong social impact?. It also calls on youth organisations to consider collaborations and shared services in order to attract investment.

But understanding social investment can be daunting, particularly for charities focused on immediate survival. And there are legal, audit and governance issues to consider.

With this in mind, Catalyst is running an ?investment readiness? programme for youth charities consisting of online briefings; introductory seminars for trustees, directors and fundraisers; half-day workshops on individual aspects of investment readiness; and tailored support for organisations perceived to be six to 12 months away from investment.

However, Rauprich cautions: ?We have a big problem in that social investment is meant to be the answer to all sorts of things. Expectations are being raised which capital funding can?t solve. It is about enabling organisations to consolidate and to grow.?

Indeed, social investment is not a panacea for society?s toughest problems. But one thing is for certain: it is set to grow significantly. It is up to social investors and service providers to embrace the concept, so much will depend on building bridges and forging connections between the two. Mistakes will undoubtedly be made, but the rewards for children, young people and families could be considerable. There is plenty at stake.

ACTORS IN THE SOCIAL INVESTMENT MARKET

Social investors

They seek both social and financial returns. Government is currently the largest investor, but other investors include banks, trusts and individuals. Some social investors invest directly in frontline social ventures, but most make their investments via intermediaries.

Intermediaries

Attract money from social investors and use it to make direct investments in frontline social ventures. They include organisations whose primary activity is social investment, as well as organisations for which social investment forms part of a wider portfolio of activity.

Frontline social ventures

Recipients of investment that they use to directly finance their operations rather than lending it on to anyone else. Social ventures include charities, co-operatives and social enterprises, and are the organisations that actually create the social and financial value.

Commissioners

They pay investors once returns are achieved. Commissioners are generally central and local government, but they also include philanthropic foundations or individuals.

Service recipients

The ultimate beneficiaries of the services provided and the social value created.

INVESTMENT PIONEERS: PROGRAMMES FOR YOUNG PEOPLE AND FAMILIES

Improving educational, training and employment outcomes for vulnerable young people in Merseyside

Greater Merseyside Connexions Partnership (GMCP) is spearheading a three-year programme to boost the educational and employment opportunities of 3,900 young people, many of whom will be young offenders, have learning disabilities, or be in or leaving care.

It will use a blend of interventions including one-to-one coaching to improve resilience to individuals. GMCP will deliver the programme in partnership with a small group of other local providers. It has joined forces with Triodos Bank to raise ?2m to fund the programme in the form of a social impact bond. The programme is commissioned by the Department for Work and Pensions as part of its Innovation Fund.

The DWP will pay up to ?4.5m based on the programme achieving outcomes such as improved school attendance and placing young people in jobs. Triodos is lead adviser on the deal and manages the scheme on behalf of investors. The Big Society Investment Fund contributed ?500,000 of the ?2m, with the remainder coming from a syndicate of undisclosed investors.

Support for young people at risk of becoming Neet in Shoreditch, east London

The Private Equity Foundation (PEF) is behind a programme to help young people who are most at risk of falling out of education, employment or training. The ThinkForward programme, delivered in partnership with the charity Tomorrow?s People, will see ?progression coaches? provide sustained support to 14- to 19-year-olds across 15 schools for a five-year period.

A total of 950 young people will get a personal action plan and be introduced to workplace mentors. The programme is funded with ?450,000 from the Private Equity Foundation, plus ?450,000 from the Big Society Investment Fund, through a social impact bond. It has been commissioned by DWP as part of its Innovation Fund. DWP will pay up to ?3.1m for a range of outcomes achieved for each year group including improved school behaviour, achievement of qualifications and entry into sustained employment (26 weeks).

Four local authorities are preparing to pilot social impact bonds to fund intensive help for families blighted by multiple problems including antisocial behaviour, crime, addiction and poor education.

A4e Insight, the consultancy arm of the company A4e, has secured a ?300,000 contract to investigate how the social impact bonds might work, help the councils design interventions and secure investors. However, the investors, providers, outcomes and timescales are yet to be confirmed. According to the government?s Office for Civil Society, up to ?40m could be raised by the four social impact bond pilots.

Essex has been researching the feasibility of a social impact bond with Social Finance Ltd to help adolescents on the edge of care. It would involve multi-systemic therapy teams providing intensive treatment, taking into account their family, school, neighbourhood and friends.

?We are now working to further develop the social impact bond model with a view to deploying it subject to satisfactory development and full agreement,? says a council spokeswoman. Similar feasibility studies have taken place in Liverpool, Manchester and Havering.

Sagar Sarwar And Mehrun Runi, Journalist Couple, Killed In Bangladesh

DHAKA, Bangladesh (AP) ? Two television journalists in Bangladesh were found stabbed to death Saturday in their home in the capital of Dhaka, police said. The motive of the killings is unknown.

Police officer Imam Hossain said authorities are investigating the killings early Saturday of Sagar Sarwar and his wife, Mehrun Runi. Sarwar was news editor of private TV station Massranga and Runi worked as a reporter at another private television, ATN Bangla. Both were in their late 30s.

It was unclear if their deaths were related to their work, Hossain says.

Prime Minister Sheikh Hasina has offered condolences to the family and ordered police to find the killers.

Sawar's colleagues said he worked late in the night Friday before leaving for home, where he lived with his wife and their 5-year-old son.

Relatives went to the house after the child called his grandmother, who lives in the neighborhood, saying his parents were lying in a pool of blood in their bedroom.

Police said Sarwar was found with his hands tied from behind. No valuables were missing from the house, investigators said.

5. Galactic Alignment

On December 21, 2012, the solstice sun will align with the dark rift in the Milky Way. The dark rift (Great Rift) is the widest part of the Milky Way and corresponds to the direction of the center of the galaxy. As the alignment occurs, the solstice meridian will align with the crossing point of the ecliptic (the path of the Sun, moon and planets) and the plane of the galaxy, which is called the galactic equator, and pass on the other side. Alignments occur every 36 years, but this alignment is unique. At this time the sun appears to just touch one part of the dark rift that snakes its way along the Galactic Equator.

This is an area of the night sky considered important to Maya cosmology with respect to spiritual rebirth mythology. In some versions, the combined gravity of the galactic black hole and the sun will cause earthquakes, tsunamis, floods or severe weather. In other versions the alignment will cause more esoteric issues, such as a blockage of an undefined type of energy emanating from the black hole, or from the galactic core, or both. Aligning with the rift could cause major disturbances in the orbits of inner planets. Some people believe that this event could place the Earth in danger of being sucked into a black hole at the center of the dark rift in the Milky Way.

4. Geomagnetic Reversal

Geologist Gregg Braden has made the claim that the Earth?s magnetic field has dropped 38% (measured in magnetometers) in the past two thousand years (about 1.9% per century), and the rate of decline has risen to 6% in the past century. Basically, the global magnetic field is dropping at an accelerating rate toward zero point, at which time the polarity of earth will reverse. It is unknown whether the decline of the magnetic field will continue to increase. The magnetic field last flipped 780,000 years ago, but the time between reversals has varied from a few thousand years to 35 million years. During this time additional magnetic poles could appear in the weakening field. A compass then would point in different directions depending on the location. Then the magnetic field would almost completely disappear for several thousand years before re-emerging in the opposite direction.

The effects of this reversal are hard to predict. Some theorists claim that it will not have any effect on humans. With the modern reliance on electricity and electromagnetic effects (radio, satellite communications, GPS), the world will have technological disruptions in the event of a full field reversal. One effect that may occur during a magnetic reversal is that the Earth may not be protected from charged particles streaming from the sun. These particles are called the solar wind, and could be dangerous to life if they reached the Earth?s surface. The amount of radiation reaching the surface of the Earth would definitely increase, but not by much. More people would suffer skin cancer, but we would not all die horribly from radiation poisoning.

3. Pandemic

An epidemic is when a disease outbreak strikes a large number of people, in a given area, at the same time. The epidemic becomes a pandemic when it spreads over a wide geographical area, or throughout many countries. Although most epidemics are caused by infectious organisms, the term can be applied to an outbreak of any chronic disease, such as cancer or heart disease.

Bubonic plague (1300-1400), typhus (1501- 1587), SARS (2002), recurring epidemics of scarlet fever, typhoid and yellow fever (1865-1873), and HIV (1980-present) are some infectious diseases that have resulted in epidemic or pandemic outbreaks. It might not be swine or avian flu, but flu researchers say a deadly pandemic is not a case of if, but when.

The ancients couldn?t predict when this would happen, but with recent outbreaks of swine and avian flu, it seems likely that another flu like this is on the horizon. The last great plague (Spanish flu) hit 1918-1920. Researchers estimate that between 20 million to 100 million were killed. The call for sanitary reform and the development of new vaccines at the end of the nineteenth century ended the rapidly spreading plague. However, since then the incidence of infectious diseases has steadily risen in the past 100 years. Infection spreads more easily now due to people traveling more often. The outbreak of anthrax in 2001, and the threat of biological warfare suggest that the US is neither equipped to handle a mass outbreak, nor the panic resulting from such outbreak.

2. Super Volcano

There are about 500 active volcanoes in the world. There are three known supervolcanoes in the US, (including Yellowstone), Lake Toba in Indonesia, Taupo in New Zealand and Aira Caldera in Japan. A supervolcano is a volcano capable of producing a volcanic eruption with an eruption radius greater than 240 cubic miles (1,000 cubic kilometers). Supervolcanoes are the most dangerous, with a Volcanic Explosivity Index of 8. This is thousands of times larger than most historic volcanic eruptions. Geologists believe that Yellowstone is the most likely supervolcano to erupt next, as it has been exhibiting signs of unrest, with earthquake swarms, ground deformation and considerable heat and gas emissions.

Earthquakes are the primary indicator that a volcano is about to erupt. The Yellowstone caldera experiences about 1500 measurable earthquakes a year. The last eruption of Yellowstone was 640,000 years ago. If it did erupt, expect half of the USA to be wiped out, and major variations in global climate for many years. Residual volcanic ash in the atmosphere would result in the devastation of world agriculture, severe disruption of food supplies and mass starvation. Yellowstone could emit 2,000 millions of tons of sulphuric acid, and could produce the equivalent of a ?nuclear winter?, when the dust and debris from the fallout of a nuclear war block out sunlight for several years, causing worldwide famines.

In August, 2010, NASA reported that there would be a solar storm sometime in 2012. Every 11 years or so, changes in our star?s magnetic field bring on an increase in sunspots, solar flares and coronal mass ejections. The result is a barrage of charged particles hurling toward Earth. A solar storm is a sudden burst of very fast, charged particles from the Sun. It could be the result of a solar flare or a coronal mass ejection (CME) or both. A coronal mass ejection (CME) is a massive burst of solar wind (stream of charged particles ejected from the sun). A solar flare is a sudden eruption of magnetic energy released on the surface of the sun, usually accompanied by bursts of electromagnetic radiation. Ultraviolet and x-ray radiation from solar flares often induce electromagnetic disturbances in the earth?s atmosphere.

Solar storms would affect power grids, thus losing electricity. The Solar Storm itself would not cause an apocalypse, but it would bring about a sort of domino effect. People would then lose access to their heat/air conditioning, refrigeration, phone service and GPS. Also, drinking water distribution systems could break down in a couple of hours. Normally, a ?Faraday Cage? protects the satellite?s internal equipment from external electrical charges, but constant bombardment of charges would cause satellites to break down. There are over 936 operating satellites in space, worth an estimated $200 billion to replace. Magnetic storm currents acting on gas pipelines are known to enhance the rate of corrosion over time, with potentially catastrophic cumulative effects.
